Mr. Quinn is a professional Chemical Engineer and holds a graduate degree in Systems Engineering (GWU) and management (Harvard). Mr. Quinn’s background includes over twenty years as a Research Director for NASA and SES level Division Director for the Environmental Protection Agency. He is also served as a General Officer in the Army Corps of Engineers (USA Retired).
